Abstract

Carl Edward Bailey was a robust, enthusiastic man who helped make Arkansas the great state that she is today. Bailey created Arkansas’s first teacher-retirement act and helped the re-passage of the sales tax law to include food and medicine so that free textbooks were distributed to first through eighth grades of Arkansas’s schools. He expanded the state park system and created Arkansas’s first State Police Force. He helped improve the credit rating of the state, while also eliminating all tolls on state-owned bridges. He reorganized the state agencies so that the New Deal programs of the 1930s not only passed, but had an advantage. Bailey also passed the first Civil Service Law in a southern state. Bailey successfully campaigned to be the Prosecuting Attorney from 1931-1935, the Attorney General from 1935-1937, and then the Governor, from 1937-1941. His influence brought about a new life into the state of Arkansas.
