Abstract

This study examines the Dove v. Parham school desegregation case that was heard on December 16, 1959, in the United States District Court, Eastern District of Arkansas, Western Division with Judge J. Smith Henley presiding. Attorney George Howard Jr. had brought forth the lawsuit on behalf of three African American students who were denied transfer to the all-white Dollarway School District. The tactic of massive resistance had failed to stop any integration attempts in the state and was replaced by minimal compliance. The Dollarway School District chose to use pupil placement laws to avoid integration. By using transcripts from the trial, a unique insight is gained as to how pupil placement laws were used as a means to prolong desegregation attempts while hiding behind a veil of legality.
